Rules of Procedure for City Council and Commissions, Committees and Boards

  • City Council - The City Council adopted Resolution 2022-013 which establishes the rules of procedure and decorum for City Council meetings. 
  • Board, Commission and Committee - The City Council adopted Resolution No. 2022-69 which establishes the rules of Procedure for the conduct of board, commission and committee meetings.

Committee Member Appointments

City Council makes committee appointments in December or January each year.

Council Members make individual appointments, ratified by City Council, for direct seats.  An interview panel interviews at-large applicants and makes recommendations to City Council for appointments to at-large seats.

Each term of office is four years (except Library Board members who serve three-year terms per state regulations).  The term for directly appointed members mirrors the term of the appointing City Council Member.

Committee members may serve two successive terms.  Partial terms do not count towards term limits.

Residents can apply for a committee at any time.  Committees do not have district requirements.  The City Clerk’s Office keeps applications on file for one year. 

The Brown Act

The Ralph M. Brown Act (Government Code sections 54950-54963, referred to as the “Brown Act”) provides for public access to meetings of California local government agencies. A commission, committee or board created by ordinance, resolution or formal action of the City Council constitutes a legislative body subject to the Brown Act.
