In addition to the specific areas covered in this section, it is important that City employees adhere to generally accepted standards of personal and business conduct. The City organization is here to serve Fullerton's citizens, and we must all remember that the public, our supervisors and fellow workers judge us, in large part, on basic qualities such as courtesy, integrity, and reliability..

Computer/Communications System Use

The City reserves the right to monitor computer systems, internet use, electronic and voice mail, etc. to enforce compliance with applicable federal, state, and local laws, monitor job performance, and ensure the security of systems City-wide.

Administrative Policy No. 51

Drugs and Alcohol

You are not permitted to possess, distribute, or use alcohol or controlled substances during work hours, and are not permitted to work while under the influence of those substances.

Exceptions can be made for prescription drugs if you are under the care of a licensed physician and the safety of yourself, co-workers and the public is not affected. If you are unable to perform your job duties, the City may require you to submit to a medical exam including a drug and alcohol screen.

If you ask for help with a drug or alcohol problem you will be referred to the employee assistance program. All referrals will remain confidential.

Gifts and Gratuities

Employees are not to accept any gift or gratuity from an individual, company or organization doing business with the City because gifts can be viewed as unethical attempts to influence City operations. Although some offers are made in good faith and intent, all employees are expected to remain free from any potential conflict of interest. Any gift offered by an outside party should be politely, but firmly, declined.

Administrative Policy No. 101

Injury and Illness Prevention Program

The City cannot insure or guarantee the security of your personal property on the premises. The City is generally not responsible for the loss, theft or destruction of items of personal property brought to the work site.

 

Risk Management

Every employee has a responsibility to help manage the risks within the organization. Employees should know and observe the current safety practices for their jobs. Employees should report any hazards observed to their supervisors or other appropriate persons and should take action to abate hazards or warn others when feasible. Employees should help to maintain City facilities in a neat and safe condition by cleaning up minor liquid or trash spills. Large spills should be reported to the facility custodial crew or to Maintenance Services dispatch at (714) 738-6308.

Security

Be alert and aware of suspicious or unusual occurrences which may indicate a threat of harm, theft, vandalism, or other damage to City employees, City property, vehicles, landscape or buildings. Report incidents and details to your supervisor or the Police Department.

Smoking

You are encouraged not to smoke as it is a proven detriment to health, safety and productivity.

Smoking is not allowed in City buildings.

Information regarding cessation programs are available through the Employee Assistance Program.  Cessation programs should also be available through your medical provider.  Check with your personal physician for information regarding their programs.
