This is where the voice of the public is heard every day!

The members of the Fullerton City Council are the directly elected representatives of the citizenry we all serve. It is the Council Members' job to make the decisions and enact the policies and programs that create the outstanding quality of life this community enjoys.

The "Overview" section will give you an understanding of the role of the Council Members as the leaders of our organization, and the "Who Do I Contact" section offers photos and biographies of all five Councilmembers.

The Council Members, who share office space with the staff of the City Manager's Office, are very supportive of City employees, and enjoy getting to know employees on a one-on-one basis. So, if you're at City Hall or one of the City's special events and see one of the Council Members, be sure to introduce yourself.


The City of Fullerton is a "general law" city, which means it derives its powers from acts of the state legislature. The state Governmental Code is the fundamental law of the City, specifying powers and the form of government that will put these powers into service.

Fullerton's form of government is "Council-Manager." The City Council serves as the City's legislative body and is responsible to the City's residents for all municipal programs and services. The Council also establishes local policies affecting City residents in a wide number of areas, including land use, solid waste, air quality, and protecting and enhancing the City's revenue base.

In addition, the Council adopts the City's two-year budget and five-year Capital Improvement Program budget. The City Manager is appointed by and is directly responsible to the City Council.

The Council is composed of five members elected at large, who server four-year staggered terms. City Council elections are held every two years, and are consolidated with the statewide general elections held in November of even-numbered years. The Mayor and Mayor Pro Tem are selected each year by their fellow City Council Members.

City Council meetings are held the first and third Tuesdays of each month, and are open to the public. Closed Session begins at 5 p.m., and the Regular Meeting at 6:30 p.m.

Council meetings are broadcast live over Time Warner Channel 3. The meetings are rebroadcast at 6 p.m. the Wednesday and Sunday immediately following a meeting, and at 5 p.m. the Monday immediately following a meeting. (The rebroadcast schedule may change periodically due to holidays.)
